How to read a West Virginia bid list

The list above is inventory, not opportunity. Most of it is not for you, and the fastest contractors in West Virginia are the ones who work out which rows to ignore in the first thirty seconds rather than the first week.

Start with the closing date. A solicitation you have only just found that closes inside two weeks usually belongs to whoever has been tracking it since the pre-solicitation notice — worth chasing only when the work is small, repetitive, and priced on rates you already have. Then read the set-aside. A contract reserved for 8(a), HUBZone, WOSB or SDVOSB firms is closed to you unless you hold that certification, and there is no proposal quality that fixes it; this is still one of the most common ways a perfectly capable bidder is thrown out on a technicality. Then look for a mandatory site visit, because it is a date rather than a document, and missing it disqualifies you on the jobs where it applies.

What survives those three cuts deserves the statement of work read properly — not the title, which is often written for a filing system rather than a bidder. Find the bonding and insurance requirements before you price anything: a bid bond you cannot obtain ends the conversation whatever your number is. And check who holds the work today, which is what the award history on this site is for.

None of it matters if you are not registered. A federal award needs an active SAM.gov registration with a Unique Entity ID, and West Virginia state and local buyers have their own registration on top of that. Both are free, both take longer than you expect, and both are worth finishing before the solicitation you want appears rather than after.

Each deadline is shown in the time zone the issuing portal publishes it in — Central for the Texas ESBD, the place-of-performance zone for a SAM.gov notice. Where we cannot establish the zone we show the date with no time rather than a time that might be wrong by hours.
Missing values.
Where a posting records no buyer, no NAICS code or no estimated value, the cell is left empty rather than filled in. A blank here means the source did not say.
