A solicitation outside those industries still gets its public record here (title, buyer, deadline, solicitation number and a link to the original posting) with no workup attached and nothing to buy.

An active SAM.gov registration with a Unique Entity ID is the baseline for anything federal, it is free, and it takes longer than most contractors expect — start it before you find a bid you want. Then check the set-aside on the solicitation itself: if it is reserved for 8(a), HUBZone, WOSB or SDVOSB firms and you are not certified, no proposal will change that.
