Each solicitation names a single NAICS code, and the SBA size standard attached to that code is the line between bidding as a small business and bidding open. A family figure is a rough bearing, not the threshold you certify against — check your own average annual receipts against the code's own line in 13 CFR 121.201 before you self-certify. A wrong certification is the kind of mistake that gets a proposal thrown out after you have already done the work of writing it.
