Texas HUB became VetHUB — what changed
For decades, the Texas Historically Underutilized Business (HUB) program certified minority-, woman-, and service-disabled-veteran-owned firms for state contracting. That changed: under emergency rules effective December 2, 2025 (made permanent May 12, 2026), the Comptroller restructured HUB into VetHUB— "Veteran Heroes United in Business" — and removed every race-, ethnicity-, and sex-based qualifying category. Businesses certified on those bases were decertified effective January 6, 2026 — roughly 15,000 of about 15,790 certified HUBs. The only group that qualifies under the current rules is service-disabled veterans with a 20%+ service-connected disability rating. A court challenge is active (trial set for November 9, 2026), so the rules could still shift — but this checker reflects the eligibility rules the Comptroller is applying today.
- Who qualifies for Texas VetHUB certification?
- A for-profit business that is at least 51% owned, managed, and day-to-day controlled by one or more service-disabled veterans with a service-connected disability rating of 20% or higher, primarily based in Texas, and within SBA small-business size standards (13 CFR 121.201). Certification is free and lasts up to four years.
- I was HUB-certified as a woman- or minority-owned business. Am I still certified?
- No, unless your business also qualifies through a 20%+ service-disabled veteran owner. Texas decertified HUBs certified on the basis of race, ethnicity, or sex effective January 6, 2026 — roughly 15,000 businesses (about 97% of the program). A court challenge is pending, and six plaintiff businesses have been temporarily reinstated, but other certifications were not automatically restored.
- Did Texas keep its HUB utilization goals?
- The statewide numeric goals (11.2%–32.9% by procurement category) were eliminated. The adopted rules replace them with a qualitative goal of increasing service-disabled-veteran participation; individual agencies set their own targets, and HUB Subcontracting Plans are still required on state contracts expected to exceed $100,000.
- Is the VetHUB change final?
- Not entirely. Permanent rules took effect May 12, 2026, but a Travis County court issued a temporary injunction against the restructuring in April 2026; the state has appealed to the 15th Court of Appeals, and a trial on the merits is set for November 9, 2026. Eligibility rules could change depending on the outcome, and the underlying HUB statute (Gov. Code Ch. 2161) still lists the old categories.

- Apply through the Comptroller's VetHUB certification portal (linked from comptroller.texas.gov/purchasing/vendor/hub/). Certification is free of charge, review takes up to 90 days, and you'll need documentation of the 20%+ service-connected disability rating plus proof of 51% ownership and control.
